Okay so late to the party here, but found a good work around (same thing happened with me, all doors, chests, etc register as 'locked' with no option to lockpick. Solution: Go into your inventory with the desired character, and click 'use lockpick' on the thieves tools, then click on the object you're close to that needs to be picked.
